What transit clearance is

Transit clearance lets cargo enter Saudi Arabia and pass through to a third country — typically a GCC neighbour — without paying local import duty, because the goods never enter the domestic market. It applies to cargo arriving by sea or land and continuing on by road.

Bonds, seals and tracking

To qualify for transit, the shipment normally moves under a customs bond or guarantee that covers the duty until the goods exit the Kingdom, with the trailer or container sealed by Customs at the point of entry. The seal is checked and released at exit — any mismatch triggers an investigation and can convert the shipment to a dutiable import.

Common transit routes

A transit plan may include arrival at a Saudi port and an onward road movement to another country. Confirm the eligible customs procedure, entry and exit points, route, guarantee requirements and proof of exit for the actual shipment.
